Principles of the Referee Process

PRINCIPLES OF EVALUATION
1) Manuscripts that have not been previously published or are not currently under review for publication in another journal and approved by each author are accepted for review.
2) Submitted and pre-checked articles are scanned for plagiarism using Ithenticate (or others) software.
3)Necmettin Erbakan University School of Law Review conducts a double blind review process. All manuscripts will first be evaluated by the editor for suitability to the journal. Eligible articles are sent to at least two independent expert referees to evaluate the scientific quality of the article.
4) The Editor-in-Chief evaluates manuscripts independently of the ethnicity, gender, nationality, religious beliefs and political philosophy of the authors. He/she ensures that manuscripts submitted for publication undergo a fair double blind peer review.
5) The editor-in-chief does not allow conflicts of interest between authors, editors and reviewers.
6) The editor is responsible for the final decision regarding the acceptance or rejection of manuscripts. The editor's decision is final. PRINCIPLES OF EVALUATION
7) Editors are not involved in decisions about manuscripts written by themselves or by family members or colleagues, or about products or services in which the editor has an interest. Any such submission is subject to all of the journal's usual procedures.
Reviewers must ensure that all information about submitted manuscripts remains confidential until the manuscript is published, and must not disclose any information to the author. If the reviewer does not feel qualified about the subject of the article or if it does not seem possible to provide timely feedback, she should notify the editor of this situation and ask editor not to involve herself in the referee process. During the evaluation process, the editor clearly states that the articles submitted for review to the reviewers are the exclusive property of the authors and this is a privileged communication. Reviewers and editorial board members cannot discuss articles with other people. Care should be taken to keep the identities of the reviewers confidential.

Process of Evalution
Type of Review: Double-Blind
Double-Blind: After plagiarism checks, suitable articles are evaluated by the editor for originality, methodology, significance of the subject matter, and compatibility with the scope of the journal. The editor ensures that articles undergo a fair double-blind peer review, and if the article complies with formatting rules, it is sent for evaluation by at least two referees, both domestic and/or international. Referees approve publication after any necessary changes are made by the authors.
Review Time: Pre-Publication
Author-Reviewer Interaction: Editors mediate all interactions between reviewers and authors.
Time Spent on Review: For research articles submitted to the review process in Necmettin Erbakan University School of Law Review, the time from submission to the initial decision is approximately 15 days.
Acceptance Rate: We publish approximately 50% of the articles submitted to our journal. Approximately one-third of all submissions are rejected in the initial review before being sent for peer review.
Plagiarism Check: Yes, we use iThenticate (or other plagiarism softwares) to scan articles for plagiarism.
Number of Referees Reviewing Each Article: Two to three.
Allowed Time: 20 days. This time can be extended by adding 10 days if necessary.
Decision: At least two referees must approve an article for it to be accepted for publication.
Suspected Ethical Violations: Referees should report to the editor when they suspect research or publication misconduct. The editor is responsible for taking necessary actions following COPE recommendations.
Editor's Role in Review Process: The Chief Editor reviews articles on the day they are submitted. If the article is considered worthy of further evaluation, it is sent to the Associate Editor for a more detailed review. Associate Editors often read each article thoroughly. We aim to make the initial decision within two to three weeks for all papers, but often the first decision is made within a few days after submission. If we do not believe that Necmettin Erbakan University School of Law Reviewis the right journal for the work, we notify the authors immediately so they can send it elsewhere without delay. Common reasons for rejection at this stage include lack of originality and subject matter falling outside the scope of the journal.
The next step for your research article is our Editorial Board meeting. Members will read your article and discuss its significance, originality, and scientific quality. We primarily focus on the research question to make editorial decisions. Even if the subject matter of the article is within the scope of the journal and is timely and important, if there is no research question, we may reject the article. Of course, if there are serious flaws, the work will be rejected. Everyone attending the article meeting is asked to disclose potential conflicts of interest upfront and significant conflicts, if any, leave the room or speak last when the article is discussed.
If your article is suitable for Necmettin Erbakan University School of Law Review, the section editor sends your article to two external referees. Referees provide recommendations to the editors who will make the final decision. Referees should approve their reports and declare any conflicts of interest related to the paper they have sent. The final decision is made by the Chief Editor after the external peer review process.
In some cases, articles can also be reviewed by the ethical editor of Necmettin Erbakan University School of Law Review and by third parties as deemed appropriate by the editor.
We aim to make a final decision about publication within 6 to 8 weeks after submission for all articles. If we make a revision offer, we usually ask the authors to revise and upload their articles into the system within the following month
Accepted articles are published at https://dergipark.org.tr/tr/pub/neuhfd as they are ready to publish. After publication, articles are selected for the next issue. Necmettin Erbakan UniversitySchool of Law Review provides open access to articles as part of its commitment to readers and authors. All of our articles are freely available online. If you notice any errors in your published article, email the editor-in-chief who will let you know if corrections will be made.

Principles of the Peer Review Process for Editorial Board's Work
Editorial articles and analytical papers written by the editorial team of Necmettin Erbakan University School of Law Review do not undergo external peer review. Original research articles, on the other hand, are sent for blind peer review by at least two external referees. During this period, the roles of those editors are suspended.

Responsibilities of Authors
Authors must adhere to research and publication ethics. Authors should not attempt to publish the same work in multiple journals. Authors must accurately cite the works they have used in the paper.

Responsibilities of the Editor
The editor evaluates articles based on their scientific content, regardless of the authors' ethnic background, gender, nationality, religious beliefs, or political opinions. The editor conducts a fair double-blind peer review of articles submitted for publication and ensures that all information related to the submitted articles is kept confidential until publication. The editor informs referees that the papers are privileged communications and should be treated as confidential. Referees and the editorial board should not discuss the papers with others. Referee anonymity should be ensured. In certain cases, the editor may share one referee's review with other referees to clarify a specific point. The editor is responsible for the content and overall quality of the publication. If necessary, they may publish correction notes or initiate retractions. The editor does not allow any conflicts of interest among authors, editors, and referees. They have complete authority only in the appointment of referees, and the final decision regarding the publication of papers in the journal is the responsibility of the Editorial Board.

Responsibilities of Reviewers
Reviewers should have no conflicts of interest concerning the research, authors, and/or research funding organizations. Reviews by the referees should be objective. The language and style used by referees should not be offensive to the author. Referees should ensure that all information regarding the submitted papers remains confidential until publication. If referees detect copyright infringement or plagiarism in the paper they review, they should report it to the editor. A referee who feels inadequate to review a paper or believes they cannot complete the review within the specified time frame should withdraw from the review process. During the review process, referees are expected to consider the following: Does the paper contain new and significant information? / Does the abstract clearly and accurately describe the content of the paper? / Is the methodology clearly and comprehensibly described? / Are the interpretations and conclusions supported by evidence? / Are there sufficient references to other relevant works in the field? / Is the quality of language sufficient?

Preliminary Review and Plagiarism Check: The paper is examined by the editor in terms of compliance with journal publication principles, academic writing rules, and the APA Citation System, and it undergoes a plagiarism check using iThenticate or Turnitin software. The preliminary review is completed within a maximum of 15 days. The similarity rate for plagiarism should be less than 20%. Even if the similarity rate is 1%, plagiarism may still be possible if citations and quotations are not properly used. In this regard, authors should be aware of citation and quotation rules:

Citation/Indirect Citation: If a thought, discussion, or determination in a source is cited, and the cited view is recorded in the researcher's own words, a footnote (1) should be placed at the end of the sentence. If the citation refers to a specific page or page range in the work, a page number should be given. If there is a citation to the entire work, i.e., if a citation is made that requires the reader to examine the entire work, the source should be indicated after the footnote, "See about this."

Quotation/Citation: If the relevant part from the source is taken exactly as it is, without being changed, and placed in quotation marks, it is presented in double quotation marks and a footnote number is given at the end, indicating the source. Existing quotations within the directly quoted text are written in single quotation marks. If the directly quoted text is longer than three lines (more than forty words), it is presented as a separate paragraph. It is preferable to use a font size one point smaller than the normal text size for long quotations, and the entire paragraph should be indented from the left margin. Some words, sentences, and paragraphs may be omitted from the directly quoted text, provided that the meaning is not changed. Three dots (...) should be placed in the place of the omitted sections. Simply stating the source at the end of a section exactly quoted from a source without placing it in double quotation marks and without changing the source in any way would not be appropriate. If these rules are not followed, the author may face allegations of publication ethics violation (plagiarism).

Field Editor's Review
The paper that has passed the preliminary review and plagiarism check is reviewed by the relevant field editor in terms of problematic issues and academic language-style. This review is completed within a maximum of 15 days.

Peer Review (Academic Evaluation)
The paper, which has passed the field editor's review, is submitted for evaluation by at least two external referees who have a Ph.D., books, or articles on the subject. The peer review process is carried out confidentially within the framework of double-blind peer review. Referees are requested to express their views and opinions on the paper they have reviewed, either in the text or with a minimum of 150 words in the online referee form. The author is given the right to object and defend his or her views if he or she disagrees with the referee opinions. The field editor ensures mutual communication between the author and the referees while preserving confidentiality. If both referees' opinions are positive, the paper is submitted to the Editorial Board with a proposal for evaluation for publication. If one of the two referees expresses a negative opinion, the paper is sent to a third referee. Papers can be published with at least two positive referee reports. The publication of book and symposium evaluations and doctoral thesis summaries is decided as a result of the evaluation of at least two internal referees (relevant field editors and/or Editorial Board members).

Correction Stage
If referees request corrections in the paper they review, the relevant reports are sent to the author, and the author is asked to correct the paper. The author makes corrections with the "Track Changes" feature enabled in Word or marks the changes in red in the text. The corrected text is then submitted to the field editor.

Field Editor's Control
The field editor checks whether the author has made the requested corrections in the text.

Referee's Control
A referee who requests corrections checks whether the author has made the requested corrections in the text.

Expansion of the Abstract
For papers that have been approved as "publishable" by at least two referees, authors may be requested to expand the abstracts of the papers to 350-400 words.

Turkish Language Control
Papers that have passed the peer review process are reviewed by the Turkish Language Editor and the Editor-in-Chief, and if necessary, corrections are requested from the author. The control process is completed within a maximum of 15 days.

English Language Control
Papers that have passed the Turkish language control are reviewed by the English Language Editor, and if necessary, corrections are requested from the author

Editorial Board Review
The articles that have passed technical, academic and linguistic reviews are reviewed by the Editorial Board, and whether they will be published or not, and if they will be published, in which issue they will be included. The Board decides by majority vote. In the event of a tie, the final decision is made in the direction of the editor's decision.

Typesetting and Layout Stage
The works that are decided to be published by the Editorial Board are made ready for publication by typesetting and layout and sent to the author for review. This stage lasts for a maximum of 15 days.

Data Submission to National and International Indexes
The data of the published issue is transmitted to the relevant indexes within 15 days.
